The rack fit the wall. Your totes did not fit the rack.
Here is how it usually goes. You buy the 5 tier rack, you put it together in the driveway, you carry it in, and then you go to load it. The first tote goes on and hangs over the front edge. You turn it sideways so 2 will sit next to each other, and now a third of the bin is out in mid air with nothing under it. You snap the lid on and it will not slide under the shelf above. So you pull that shelf out, and now you have one tall bay, a stack of bins on the floor, and the same problem you started with.
Nobody warns you about this, because the rack was never measured against a tote. It was measured against a shipping carton and a price point.
Shelving is not a strength problem first. It is a fit problem first. Two numbers decide whether a wall works: how deep the deck is, and how much clear height sits between the tiers. Get those 2 right and the same wall holds a lot more, and every bin on it is one you can actually reach.

Why 2 totes will not sit side by side on a store-bought rack
Measure a large storage tote and you get roughly the same shape from most brands. Somewhere around 26 inches on the long side, around 18 to 20 inches front to back, and around 15 to 18 inches tall once the lid is on. Sizes vary by brand and by line, so measure your own before you build anything. But that is the ballpark that keeps turning up in garages and basements around here.
Now measure a common store-bought unit. Uprights about 36 inches apart. Decks about 16 inches deep. Tiers fixed about 14 inches apart. The arithmetic is the whole story. Set a tote down the natural way, long side facing you, and 26 inches of loaded bin is resting on 16 inches of deck with 10 inches hanging off the front. Turn the bins sideways so 2 will sit across and each one now wants 26 inches of depth from a shelf that has 16. And a bin that stands 17 inches tall with the lid on does not go under a 14 inch gap at all, in any orientation.
That is not a manufacturing defect. Wire and steel racks are sold to a shipping box and a shelf price, and 16 inches deep by 14 inches apart ships flat and costs less. The bins in your garage were designed by a different company for a different reason. The 2 were never introduced.

The 4 ways a wall quietly loses half its capacity
Bins that hang off the front
A tote overhanging the deck by 8 or 10 inches is carrying its weight on a lip. It tips when you pull it, it catches your shoulder when you walk past, and you stop trusting the top tier entirely.
Dead air above every lid
Fixed notches rarely land where your bins do. A 17 inch tote under a 25 inch gap wastes 8 inches, and 8 inches on every tier of a 4 tier run is nearly 3 feet of wall you paid for and cannot use.
The shelf you had to remove
When the lid will not clear, most people pull a shelf out to make one tall bay. That is a whole tier of storage traded away to fix a 3 inch spacing problem.
Bins stacked out of reach
Totes stacked 3 high means you unload 2 to get at the bottom one. So you never do. Whatever is in that bin is gone, and the bin itself is now furniture.
Measure your bins in 2 minutes
You do not need a plan or a drawing to start. You need one tote and a tape measure. Do this before you buy anything, and before you get on a call with me.
- Pull out one tote you actually use. Not the empty one in the corner. A full one, with the lid on, because the lid is the part that decides your tier spacing.
- Measure the long side. That is how much wall each bin eats when it faces the room. Write it down.
- Measure front to back, then add 1 inch. That is your shelf depth. The extra inch is so the bin sits fully on the deck instead of balancing on the edge.
- Measure the height with the lid on, then add 2 inches. That is your tier spacing, measured as clear height from deck to the underside of the shelf above. The 2 inches are so bins slide in and out instead of scraping.
- Decide how many you want side by side. Multiply the long side by that number and you have the minimum run length for one shelf.
- Write the 3 numbers in your phone. Depth, tier spacing, run length. That is the whole specification.
Most houses have 2 sizes of bin, not one. The big totes for holiday decorations and the smaller ones for tools, sports gear and craft supplies. Measure the biggest of each and you have 2 tier heights, which is all you need to plan the wall properly. If your bins are a mixed collection from 4 different stores, this is also the moment a lot of people decide to standardize on one size going forward. It costs a little up front and it makes the wall twice as useful.
What depth and spacing do to the same wall
This is the part that surprises people. Take one wall, 12 feet long, with a standard 8 foot garage ceiling. Nothing about the wall changes in the table below. The only things changing are the deck depth and the clear height between tiers, and look at what happens to the number of bins that wall can actually hold. At about 26 inches per tote, a 12 foot run takes 5 large totes across.

Row 1 and row 3 are the same wall. One of them holds nothing you own and the other holds 20 bins. The difference is 3 inches of depth and 4 inches of spacing. That is the single biggest usable space win available in this whole category, and it costs nothing extra in material, because the 2x4 and the plywood get cut to a number either way. Somebody just has to choose the right number.

How I build it
I cut the deck to your bin, not to a catalog number
When I quote a job, the bins come up before the wall does. I want to know what is going on the shelves, roughly how many there are, and how tall they stand with the lids on. If you can hold one up to the camera during the call, even better.
Then the deck gets cut to that. If your totes run 19 inches front to back, the plywood goes 20 inches and the bin sits fully supported with a little room to spare. If you run smaller bins in a tight single car garage, I am not going to sell you a 24 inch deck that steals a foot of floor you needed for the car door.
Tier spacing works the same way. The ledger heights get marked off your numbers, not off a notch pattern that came out of a factory in another state. Doubled 2x4 ledgers lagged into the studs, front uprights carrying to the floor, cross supports, plywood decks. Strong is the easy part. Fit is the part that takes 5 minutes of asking the right questions first.
Mixed spacing is where the room really comes back
Here is the thing almost nobody does, and it is free. Your tiers do not all have to be the same height.
Think about what is actually going on the wall. Most of it is totes, and those want a tight 18 inches or so. But there is always other stuff. A cooler. A shop vac. Folding chairs. The Christmas tree box. A bin of sports equipment that stands taller than everything else. If every tier is spaced for the tallest object in the garage, you lose 8 inches above every tote on the wall. If every tier is spaced for a tote, the cooler lives on the floor forever.
So we split it. A taller bottom bay for the heavy awkward items, because heavy things belong low anyway, and floor clearance underneath if the space ever gets wet. Then 2 or 3 tote tiers at your measured spacing in the middle, right in the easy reach zone between your knees and your shoulders. Then a shallower top tier for light seasonal stuff you touch twice a year. Same wall, same materials, same day of work, noticeably more of your life off the floor.
The same thinking applies downstairs, where the bins are usually the same but the wall is not. Basement storage shelving has to deal with block or poured concrete, a lally column in the middle of the best run, and the rule that nothing cardboard sits on the slab. What shelf size actually fits a large storage tote?
For most large totes, a deck around 19 to 20 inches deep and a clear height around 18 inches between tiers will take the bin fully on the shelf with room to lift the lid. Large totes commonly run about 18 to 20 inches front to back and 15 to 18 inches tall with the lid on, but brands differ, so measure the bins you own rather than trusting a general figure. Take the front to back measurement, add about 1 inch for depth, take the lid on height, add about 2 inches for spacing, and you have your build numbers.
How deep should garage shelves be for storage totes?
Deep enough that the bin sits entirely on the deck, which for a large tote usually means the 18 to 20 inch range. Shallower than that and the bin overhangs the front edge, which makes it tip when you pull on it and makes the whole tier feel unsafe. Much deeper than that and you start eating floor space and burying things at the back where you cannot see them. In a tight single car garage I will often recommend a shallower deck on the top tier so the run does not crowd the car door.
Why will 2 totes not fit side by side on a store-bought rack?
Because the depth and the width fight each other. A common unit is around 36 inches wide and 16 inches deep. Set totes the natural way, long side facing out at about 26 inches each, and only one fits across and it overhangs by roughly 10 inches. Turn them sideways to get 2 across and each bin now needs about 26 inches of depth from a shelf that has 16. There is no orientation where the numbers work, which is why so many people end up turning bins at an angle or stacking them on the floor.
How much space should I leave between shelves for bins?
Measure the bin height with the lid on and add about 2 inches. For most large totes that lands around 17 to 20 inches of clear height. The 2 inches matter more than they sound like they do. Without that clearance you have to lift the bin straight up and out, which is awkward at chest height and impossible with a full bin. With it, the tote slides out like a drawer.
Can you build the shelves around the bins I already own?
That is the whole point of building it custom, and it is the first thing I ask about on the call. Tell me what you are storing, how tall the bins stand with the lids on, and roughly how many there are. I cut the decks and mark the ledger heights off those numbers. You do not buy new bins to suit the shelves. The shelves get built to suit your bins.
What if I buy different bins later?
Fair question, and worth planning for. Two things help. First, I usually leave one bay taller than the tote tiers so there is somewhere for an odd sized item to live without rearranging the wall. Second, wood is forgiving. A plywood deck on 2x4 framing can be moved or a tier added later far more easily than a welded steel rack can, because it is all lag bolts and lumber, not a fixed notch pattern. Most people settle on a bin size within the first year and stay there.
Do deeper shelves sag more than shallow ones?
Depth is not what makes a shelf sag. Span is, and so is what carries the front edge. A 20 inch deep deck on doubled 2x4 ledgers lagged into the studs, with front uprights running to the floor and cross supports underneath, is carrying load through framing rather than through the deck itself. That is the same reason a floor joist can hold a piano. I build to the load, so going deeper to fit your totes does not cost you strength, and the work is backed by a workmanship warranty.
