Yes. Anything carrying real weight has to be anchored into the wall framing, which means studs on a wood framed wall, or the block or poured concrete itself on a masonry wall. Drywall anchors and toggle bolts are not a substitute for that. They are the single most common reason a loaded shelf ends up on the garage floor.
That is the short answer. Below is what is actually happening behind the wall, how to find your framing, what to fasten with, and what to do when the wall you are working with has no studs in it at all, which is a lot of houses around here.
Why drywall anchors and toggle bolts let go
Drywall anchors and toggle bolts are not junk. They are rated for a specific job: a static hanging load, sitting flat against the wall, pulling straight down. A mirror. A curtain rod. A picture. For that, they work.
A shelf is a different problem. A shelf sticks out from the wall, so a tote sitting 18 inches off the face of the drywall does not just hang there, it levers. The load at the front of the shelf is trying to pull the top fasteners straight out of the wall while it pushes the bottom ones in. That prying force is the direction drywall is weakest in, and it is the direction anchor packaging says the least about.
Then there is the material. Drywall is gypsum, which is basically compressed chalk wrapped in paper, and it is half an inch thick. Under a steady pull it crumbles. Not on day one. It gives up slowly, the hole works itself oval, and in month 14 the whole run comes off the wall at once, usually in the middle of the night.
- A toggle spreads load across the back of the board, which helps in shear (straight down) and helps far less against sustained tension.
- Package ratings are typically short term static tests. They are not a promise about 3 years of loaded weight plus leverage.
- Every time you pull a bin off the top tier the load cycles, and cycling works the hole bigger.
- When one anchor lets go its share transfers to its neighbours instantly, which is why these failures are total instead of gradual.
Step one, before you drill anything
Find the framing, then prove you found it
Interior walls in almost every house in The Region are framed 16 inches on centre. Some older garages and some detached builds run 24 inches on centre. Either way the spacing is regular, so once you have located one stud you can measure to the next and the next and read the whole wall.
Run a stud finder across the wall and mark both edges of what it finds, then mark the centre between them. That centre line is your target. A stud finder on its own is not proof, though, because it also reacts to pipes, conduit, ductwork and the odd bit of blocking.
So confirm it. Drill a small pilot hole, 1/8 inch is plenty, right where you intend to fasten. If the bit stops with solid resistance after about half an inch and brings wood shavings back out, you are in framing. If it drops straight into a cavity, you are not. A 1/8 inch hole in drywall takes 10 seconds to fill and it is the cheapest insurance on this whole job.
Check 3 studs in a row before you commit. If the spacing holds, the rest of the wall will follow it.

The fastener matters as much as the target
Hitting the stud is half of it. What you drive into it is the other half, and this is where a lot of weekend builds quietly go wrong.
Your screw needs to bite at least 1.5 inches into solid framing. Measure the whole stack when you size it: half an inch of drywall plus a 1.5 inch 2x4 ledger is already 2 inches before the fastener touches the stud at all, so a 3 inch screw leaves you about an inch of bite, which is not enough. Go longer. On a ledger against finished drywall I want 3.5 inches or more.
And use the right screw. Structural wood screws or lag screws, with a washered or flanged head that will not pull through the 2x4. Not drywall screws. Drywall screws are hardened and brittle on purpose, because they are made to hold paper faced board to a stud and carry nothing. Put them under shear and they snap clean with no warning at all. There is no bending, no creaking, no sign. They are the wrong tool and they cost about the same as the right one.
The rules I actually build to

1.5 inches of bite, minimum
Into solid framing, not counting drywall or the ledger. Measure the whole sandwich and buy the longer screw. This is the number most DIY builds miss.
Structural screws or lags
Washered head, rated for structural use. Drywall screws are brittle and snap under shear. Pilot the lags near the end of a board so the 2x4 does not split.
Centre of the stud
Not the edge. A screw driven into the last quarter inch of a stud splits it out and holds like nothing. Mark both edges, fasten to the middle.
Spread the load wide
Fasten into every stud the run crosses, not just the two on the ends. More stud connections means less load on any one of them and far less movement over time.
What if the wall is block or poured concrete
This is the part most national advice skips, and around here it comes up constantly. Plenty of older Region homes, and I see it most in Hammond, in Griffith, and in the older parts of Crown Point, have block or poured concrete basement and garage walls with no wood studs in them anywhere. You can run a stud finder over that wall all afternoon and it will tell you nothing, because there is nothing to find.
Those walls hold fine. They just need masonry fasteners and a hammer drill with a masonry bit.
- Poured concrete is the easy one. It is solid all the way through, so wedge anchors or concrete screws work well and hold a lot.
- Concrete block needs more thought, because a block is mostly air. Each block has solid vertical ribs, the webs, at both ends and usually one in the middle, with hollow cores between them. Fasten into the web and you are into real material. Fasten into the middle of a core and you are holding onto a face shell about an inch thick.
- Sleeve anchors, wedge anchors or concrete screws are what belong in that wall. Drill the hole to the depth the fastener calls for, blow the dust out, and set it properly. Dust left in the hole is a common reason a masonry anchor feels tight and is not.
- Never plastic conical plugs in a block wall for anything load bearing. Same failure mode as a drywall anchor, just in a harder material.
- If a fixing point has to land over a hollow core, use a fastener rated for hollow block, or an epoxy anchor with a screen sleeve, and add a fixing into the nearest web to back it up.
You can usually find the webs by tapping across the wall and listening for the change from hollow to solid, or by reading the mortar joints, since the ends of each block line up on a regular pattern. When the studs are in the wrong place
Stop fastening the shelf to the wall, fasten a ledger
Here is the question I get asked right after the stud question: what happens when the shelf run does not line up with the framing? You want a tier at a certain height and a fixing point lands halfway between two studs, and now you are staring at that gap thinking about anchors again.
The answer is that you do not hang the shelf on the wall at all. You hang a ledger on the wall, and you hang the shelf on the ledger.
A 2x4 ledger runs horizontally the full length of the shelf and gets lagged into every stud it crosses, or fixed into block or poured concrete with masonry anchors. Now the load is not asking one fixing point to be in the right place. It is spread across 4 or 5 stud connections at once, and the back edge of the shelf can sit anywhere along that ledger you want it to. Where the load is heavy or the run is long, I double the ledger so the back edge carries on two members.
Then front uprights carry the front edge all the way to the floor, cross supports tie front to back under every deck, and plywood decks drop on top. Nothing on the finished shelf is relying on drywall, and nothing is relying on a single fastener. That is the whole system, and it is why these do not move.
The short version
Anchor into studs, or into masonry with masonry fasteners. Get at least 1.5 inches of bite into solid material. Use structural screws or lags, never drywall screws. And if the framing does not land where you need it, run a ledger across several studs and hang the shelf off that instead of fighting the wall.

Can I hang garage shelves on drywall anchors if the load is light?
For something genuinely light, a single hook or a small bracket holding a broom, an anchor is fine. For a shelf, no. The trouble is that shelves never stay light. A shelf that went up for garden gloves is holding paint cans and a car battery within a year, because a flat surface fills up. Anchor into framing from the start and you never have to think about it again.
How do I find studs in a garage wall?
Run a stud finder across the wall, mark both edges of what it detects and mark the centre between them. Then confirm it by drilling a 1/8 inch pilot hole at the exact spot you plan to fasten. Wood shavings and solid resistance after about half an inch means framing. A bit that drops into a cavity means you missed. Check 3 in a row to confirm the spacing, which is 16 inches on centre in most houses here and 24 inches in some older garages. If the garage framing is exposed, you can skip all of this and just look.
What screws should I use to anchor shelving into studs?
Structural wood screws or lag screws with a washered head, long enough to bite at least 1.5 inches into the stud itself. Count the drywall and the ledger on top of that, so a 3.5 inch screw or longer is normal. Do not use drywall screws. They are hardened and brittle, they are made to hold board with no load on it, and they snap under shear with no warning. Pilot your lags near the end of a board so the 2x4 does not split.
What if my garage or basement wall is concrete block with no studs?
Then you use masonry fasteners instead: sleeve anchors, wedge anchors or concrete screws, set with a hammer drill and a masonry bit. This is common in older Hammond, Griffith and Crown Point homes. Aim for the solid web of the block rather than the hollow core, blow the dust out of the hole before setting the anchor, and never use plastic conical plugs for a load bearing shelf. Poured concrete is more forgiving because it is solid the whole way through.
